E-governance glitch

The civic body and the development authority's implementation of the government's e-governance initiative to bring transparency in administration has been stuck in limbo.

Bhubaneswar: The civic body and the development authority's implementation of the government's e-governance initiative to bring transparency in administration has been stuck in limbo.

The government had set up www.edodisha.gov.in in 2011-12 and asked all departments to upload official documents they receive and dispatch to and from the public and at the inter-department or agency level on the portal.

The portal aimed to make the departments more accountable with users being able to access their activities.

However, more than 18 months have passed since either the civic body or the development authority last uploaded a file on the portal.

This attitude of two important government agencies has put citizens in a fix, especially when several important schemes, including the Smart City Mission, Atal Mission for Rejuvenation and Urban Transformation and Swachh Bharat Mission are being implemented in the city.

"I used to browse the website to look at what the government was doing. All departments were active a few years ago, but they have started lagging behind. The government committed to transparency in governance, but their activities are not matching their commitments," said Sitansu Jena, a retired government employee.

Officials claimed that the technical glitches on the developer's side have led to failures in uploading the files. "We have repeatedly asked the developer to fix the issues, but those issues continue to persist. As a result, we are not being able to upload files regularly," said a civic official.

There are 38 departments with several line offices that have been included in the government's e-dispatch portal. Most of the offices and the parent departments upload the files on every working day. The Bhubaneswar Municipal Corporation and the Bhubaneswar Development are the notable exceptions.

The two agencies function under the housing and urban development department. "We believe in transparency and are ready to share whatever we do with the public. I will look into the matter and have asked our technical officials to take up the matter and to resolve it as soon as possible," said mayor Ananta Narayan Jena.
