Bhubaneswar: The development authority has finalised the modalities of its amnesty scheme for building plans and submitted it to the government for approval.
The Regularisation of Unauthorised Construction, 2018, intends to provide opportunities to regularise unauthorised constructions within the Bhubaneswar Development Authority's jurisdiction by paying a fee on par with the location's benchmark rate. The scheme will apply to structures that are safe.
The authority, instead of demolishing the illegal structures on adjacent lands, will legally regularise those as part of the scheme.
Applicants will have to submit four copies each of building plans, land ownership document, pictures of the building and no-objection certificates from various agencies.
"The scheme will apply to everyone if they fulfil the regulations prescribed in the draft. Anyone - be it a single plot holder or those with multiple ones and real-estate developers - can apply for proceedings. We will scrutinise the applications before giving the nod," said an authority official.
The development body finalised the draft after meetings with real-estate experts and officials of the housing and urban development department. Sources said it would be published in a gazette notification within a fortnight. The authority has also mentioned restrictions - constructions should not be done over government land, it should not affect public infrastructure, any violation related to archaeological sites or environment.

It added components for residential, commercial and multi-storey buildings.
The authority will collect the compounding fee at 1.4 times the government's benchmark prices in the respective area.
Besides, applications will be rejected and the compounding charge forfeited in case of incomplete application and non-compliance to the authority's observation.
"We hope that the scheme will benefit people and us," said the official.
Real-estate developers welcomed the new plan. "Sometime we deviate from the original plan to some extent. In such cases, we are condemned and the authorities demolish the additional structure. The new rule is a relief for us," said Sangram Nayak, a developer.
