HC glare on Judges Field

April 2: Gauhati High Court today asked Dispur to file a detailed affidavit on steps taken by it to check noise pollution and hooliganism in and around Judges Field.

The high court also asked the government to submit names of officers — who are accountable for controlling noise pollution and maintaining law and order — and what action they have taken in cases of violations.

A division bench of Chief Justice Adarsh Kumar Goel and Justice Ujjal Bhuyan directed the state government to file the affidavit within two weeks.

The court passed the order in connection with a public interest litigation (number 33/2011) filed by social activist Pranjal Bordoloy and others praying for appropriate directions to the state government to allow public activities at Judges Field.

The PIL was filed in May last year when the state government denied permission to organisers of an anti-corruption rally to hold the event at Judges Field.

Advocates Arup Borbora and H.K. Singh represented the petitioners.

Singh said they had cited an earlier Gauhati High Court order passed in connection with a PIL (number 05/2008) directing the government to allow sports and public activities at Judges Field during daytime.

Judges Field was closed for non-official functions in 2005 after two bombs exploded there on Republic Day. The state government, however, lifted the ban in 2008 after the PIL was filed.

Singh said the day and night cricket matches organised at Judges Field which continue till late in the evening and late-night parties at Gauhati Town Club (GTC), adjoining the field, cause a lot of inconvenience to the residents of the area.

The high court also asked the GTC to file an affidavit within two weeks.

Standing counsel of the Guwahati development department (GDD), Devajit Saikia, who is also the general secretary of GTC, accepted the notices on behalf of the department.

There are allegations that the bar on the GTC premises has also become a source for nuisance in the area.

People come out of the bar of the town club after attending parties and bashes at night, particularly on weekends and allegedly create nuisance on the streets.
