According to a notification of the British government in India on this day, the Governor-General in council, “in exercise of the power conferred by section 5 of the Victoria Memorial Act, 1903”, elaborated the rules concerning trustees, meetings, committees and accounts concerning the establishment of this monument.
“A Trustee appointed under the Victoria Memorial Act, 1903, section 2, sub-section (1), clause (d) or clause (h), shall, subject to the provisions of Rules 2 and 3, hold office for five years and shall be capable of re-appointment,” the notification said, among other things.
“The Governor General, or in his absence the Lieutenant-Governor of Bengal shall preside at meetings of the Trustees. In the absence of both the Governor General and the Lieutenant-Governor, the Trustees present shall elect one of their member to preside,” it added.
The Victoria Memorial Act, dated March 20, 1903, had been passed to erect at Calcutta a building as a memorial of Queen Victoria, “Empress of India, and for this purpose large sums of money have been subscribed by the princes and people of India…”
