The school service commission (SSC) on Wednesday submitted in the high court in a sealed cover the names of Group C and D employees in government-aided secondary schools who have been identified as having been appointed allegedly ignoring the merit list or after alleged manipulation of marks.
The report is now with the special division bench of Justice Debangshu Basak and Justice Md Shabbar Rashidi of Calcutta High Court.
A senior official of the commission said they have also informed the court about those who have been identified as having got teaching jobs in government-aided secondary and higher secondary schools through alleged irregularities.
The cases related to alleged irregularities in school recruitments have been assigned to the special division bench by the Chief Justice of the high court.
The SSC report followed an order by the special bench on December 18.
While filing the report before the bench, Sutanu Patra, counsel for the commission, said: “The names of the employees who have been identified as having been recruited illegally have been mentioned in the report.”
The bench kept the report and handed a copy to the CBI, asking the agency to come up with their submissions, if any, on January 9.
The bench also asked the agency to file its final report on its investigation into the alleged irregularities the same day.
The bench said the case will be taken up for hearing again on January 15.
In March, the commission had cancelled the recommendations based on which 808 secondary-level teachers, 842 Group C employees and 1,911 Group D employees in government-aided schools had been appointed, on the ground that they got their jobs following alleged manipulation of marks or jumping of ranks.
“We have mentioned these figures in our report. We have also identified about 770 teachers in the higher secondary level whose appointments were allegedly illegal. That figure has also been mentioned in the report,” said an SSC
official.
The commission has yet to terminate the service of any teacher at the HS level.
“Manipulation of marks means the records of the candidates’ selection test marks stored in the commission’s server did not match the response captured on their OMR sheets,” said an SSC official.
“Jumping ranks means candidates with a lower rank on the merit list got appointed instead of those with higher ranks.”
SSC chairperson Siddhartha Majumdar said: “We have given the figures across all sectors (non-teaching and teaching employees). The court has accepted our report.”
The bench said the candidates (teaching and non-teaching staff) interested in adding themselves as parties to the case will have the liberty to file affidavits.
The special division bench was constituted following a directive from the Supreme Court.
