I became a subscription member of A&M magazine — published by Spectrum Magazine Ltd, New Delhi 110067. When the magazine company did not deliver the gifts promised along with the subscription offer, I cancelled the membership and asked for a refund. When repeated requests for refund failed to yield any result, I initiated a consumer case (C.P. Case No. 5 of 2002) at Dibrugarh District Consumer Disputes Redressal Forum. The Forum, vide its order dated July 15, 2002, asked the opposing party to refund the subscription amount along with a fine. However, several non-bailable arrest warrants issued by the Forum have been returned by the Delhi Police stating non-availability of the person. Please help me recover the amount.

It is clear that in the absence of the right address, the warrants so issued could not be executed. In these circumstances, you have to get in touch with the news agency of the magazine in question and acquire the current address. Then, you have to amend the cause title of the execution application to get the warrant executed.
