CIP death unnatural, says police report

Ranchi, Oct. 18: Police have finally recorded that the death of the Central Institute of Psychiatry (CIP) patient under mysterious circumstances was a case of ?unnatural death?.

The Kanke police station?s preliminary inquiry report, forwarded today to the circle inspector for further legal action, has recorded that Satrughan Yadav?s death at Rajendra Institute of Medical Sciences (RIMS), where he was admitted for treatment of head injury, was caused by ?a fall on a stone?.

The report has been prepared on October 16 on the basis of the statement given by the widow of Yadav, Sobha Devi, and investigation made by sub-inspector Sanatan Gudua of Kanke police station. Devi had given her statement on October 15 before the Bariatu police while Gudua made an investigation the nest day on the basis of her statement.

However, the inquiry report does not tally with the facts recorded in the form filled up before submitting Yadavs dead body for the post-mortem. The form was also filled in the presence of Sobha Devi. In the inquest, it had been written that Yadav sustained injury when an official of CIP hit his head with some objects. According to the statutory provisions, magisterial inquiry should follow into the death probe.

CIP director S.H. Nizami was not available for comment. He was reported to be busy in conferences and meetings in the institute. Administrator D. Ram also expressed his inability to say something on the matter saying he had ?to do several other important works?.

Yadav, a resident of Madhepura in Bihar, was admitted to CIP on September 20 this year and was found senseless in injured condition before the Kraepelin Ward of the CIP on October 10 around 1 pm. Sustaining head injuries, he was referred to RIMS for treatment on the same day. Doctors operated upon his brain on October 11 but he died on October 15.

The incident took place during the World Mental Health Week celebrations when Nizami and Ram were not present there.

Sources, raising doubts over the security of CIP inmates, cited different reasons for the injury. While a few said the injury was due to a fall from a tree, a few others said it was due to a fall of the patient inside the ward. There were others who said the injury was the result of a clash between two patients in the absence of doctors and nurses.

The post-mortem report, however, is yet to be prepared. ?We carried out the post-mortem on October 16. Its report is likely to be prepared within 15 days. Till then it is not possible for us to say anything in the matter,? said Tusli Kumar, an official of the post-mortem department of RIMS.
