
Bangalore: Kerala CPM secretary's son Binoy Kodiyeri has been asked not to leave Dubai in a travel ban issued over a financial fraud case in the Gulf emirate.
The travel ban was issued on February 1 after UAE resident Hasan Ismaeel Abdulla Almarzooqi, the owner of JAAS Tourism LLC, filed a suit to recover AED1 million (Rs 1.72 crore) from Binoy, the son of the mighty Kerala CPM secretary Kodiyeri Balakrishnan.
Binoy has been in trouble since Hasan wrote to the CPM leadership last month alleging that Binoy owed him Rs 13 crore for a long time.
An English translation of the travel ban order sourced from Dubai by The Telegraph said: "We order to ban the debtor from travel and to deposit his passport in the court's safe with publicising this resolution to all access points."
This means that Binoy, who travelled to Dubai in late January, cannot leave through any of the airports, seaports or land border checkpoints across the UAE, of which Dubai is a part.
The order further stated that the ban would be lifted after Binoy pays AED1 million to Hasan or provides a bank guarantee.
Sources in Dubai said Binoy had paid a penalty of AED60,000 (Rs 1.46 crore) last November to the state after his cheques to Hasan had bounced. Hasan had approached a Dubai court when the two guarantee cheques submitted by Binoy returned from the bank.
The Dubai Misdemeanours Court had fined Binoy AED30,000 for each of the two cheques - one for AED2 million and the other for AED1 million.
Under the UAE law, all penalties go to the state and the complainant has to file a separate case to recover the pending amount.

With Kerala CPM secretary Balakrishnan, the second most powerful leader in the state after chief minister Pinarayi Vijayan, under fire for Binoy's financial dealings in Dubai, Bineesh said it was unfair to drag their father into the matter.
"He is being targeted only because he is political leader," Bineesh told reporters in Thiruvananthapuram on Monday.
"We are his grown-up children who are capable of handling our problems. Should my father take the responsibility if I murder someone?" he said.
Bineesh questioned Hasan's motive in complaining to the central CPM leadership.
While pleading innocence last month, Binoy had secured a police clearance and a letter from the Dubai Courts, both saying there were no cases pending against him. However, the clearance letters related to the fines Binoy paid to the Dubai authorities, not the amount he allegedly owes to Hasan.
Balakrishnan has been supported by the CPM and its allies.
CPM politburo member S. Ramachandran Pillai and Kerala CPI state secretary Kanam Rajendran said the travel ban on Binoy would not create any friction in the party or the Left Front.
Both leaders said there was no question of Balakrishnan having to explain since his children were adults and capable of handling their personal issues.
When a united Opposition had targeted BJP president Amit Shah over his son Jay's wealth accumulation, Balakrishnan had said, implying that Shah junior had benefited from BJP rule: "This is not achcha din, but bachcha din."
"Amit Shah should resign from his party post and the Centre should initiate a probe," Balakrishnan had demanded.
But when he got sucked into a similar spot because of his son, Balakrishnan promptly brushed aside the allegation.
