Chandigarh, Aug. 8: Chandigarh police today released footage from CCTV cameras installed on private buildings to claim that the clips had established that Vikas Barala and his friend Ashish Kumar "chased" a young woman in their car on the intervening night of August 4 and 5.
In the footage from the cameras in Madhya Marg - one 12 seconds long and the other of 24 seconds - a black car is seen being followed closely by a white SUV.
"Prima facie the CCTV footage establishes what the victim alleged. Further analysis of the footage is on. This is a sensational case and the evidence has to be fool-proof," a senior Chandigarh police officer said after the footage was released this morning.
The police, who have clips from five cameras, did not explain how they had established the chase from the footage.
Varnika Kundu, the 29-year-old who was chased that night, was in a black car.
In a Facebook post where she had spoken of her ordeal the IAS officer's daughter had mentioned Madhya Marg, a seemingly safer road she had turned into after realising that she was being trailed a little after midnight.
Vikas, son of Haryana BJP chief Subhash Barala, and Ashish were in a white SUV.
Chandigarh police had claimed that the charge of kidnapping under the penal code's Section 365 would be added following legal consultation.
But Vikas, 23, and his 27-year-old friend have yet to be charged under this non-bailable section even after the emergence of the CCTV footage.
The two, arrested for stalking and drunken driving under IPC Section 354D and Section 185 of the Motor Vehicles Act following a complaint lodged by the victim, were released the same day as the charges pressed against them were bailable. They have not been seen in public since then.
This evening, Chandigarh police cancelled a media conference without providing any reason behind the sudden change of plan. It was unclear if the cancellation was linked to a statement Union home minister Rajnath Singh is due to make in Parliament. Repeated calls to the DSP (East) Satish Kumar went unanswered.
Sources in Chandigarh police said the top brass were waiting for a more detailed analysis and legal opinion on adding new charges before making a public statement on the high-profile case that has taken on a political colour.
Punjab chief minister Amarinder Singh today told media persons the accused should be arrested immediately to verify the allegations made against them, especially Vikas.
"This is a clear case of gundagardi. They should be behind bars till the investigation is complete," the Congress leader said when asked about the case.
Vikas's father Subhash told a news channel neither he nor his party, which rules Haryana, had exerted any pressure on the police to either dilute the case or slow down the probe.
"She (Varnika) is like my daughter. The BJP is a supporter of women's freedom. This case has got nothing to do with me or my party. The police are treating it as any other case and if proved guilty they (the accused) should be and would definitely be punished," he said.
