Bhubaneswar, Sept. 1: The administration has planned a satellite city at Jagasara on the outskirts of the state capital to facilitate modern living for nearly 32,000 people.

While announcing the project today, housing and urban development minister Pushpendra Singh Deo said: "We must work hard to ensure a city with better drainage and sewerage."

He said the Odisha Transferable Development Right Rules, 2015, must be implemented to renovate the 10 channels in the city to avoid urban flooding.

The minister was attending the 34th foundation day ceremony of the Bhubaneswar Development Authority here today. Among other plans, the city will have 48 town planning schemes and the urban development scenario will see a quantum jump, said the minister.

Badagada resident Uttam Mohanta said Bhubaneswar was going to get a lot of funds for implementation of the Smart City Project. "The administration should ensure corruption-free practices while executing the projects. They should focus on introducing more state-of-the-art facilities for citizens," said Mohanta.

The development authority's vice-chairman Krishan Kumar, who also attended the event, said the 64.9km Ring Road plan would be on fast track through implementation of the town planning scheme. "The Ring Road will shortly be a reality here," said Kumar.

The authority is also planning to prepare the Comprehensive Development Plan for additional 351 villages, new zonal development schemes for eight zones, draft publication of new town planning schemes and preparation of the Transferable Development Rights schemes for additional amenities proposed in the plan.

"The Ring Road is a long-standing demand of the city. It would not only add more to the city's beauty, but also ensure smooth traffic. The city administration is in charge of its development. I hope today's announcements will not go in vain and be a reality here," said a senior citizen, Nihar Mishra, who attended the event.

Besides the ongoing developments, the Smart City Project will also have components such as the Satyanagar Institutional Core Redevelopment Project, Integrated Comprehensive Mobility Plan and upgrade of traffic signal system Bhubaneswar.

"We, in collaboration with officials of the civic body and the housing and urban development department, are working on war footing to execute the projects under the smart city. Once it is done, the city will wear a different look. It would be a reality within the next five years," said an authority official.

Other dignitaries also emphasised on various projects, including the BDA City Centre at Master Canteen. The officials sought direct control of the project.
