The promises were tall. The expectations were taller. But the law and order situation has hardly improved in the state capital despite a bouquet of promises from Patna police. Very few pledges translated into reality.

The Telegraph reviewed the status of the pledges. The conversion rate is far below the expectations

Auto-crazy

■ Trouble: An NGO worker kidnapped and gangraped by some autorickshaw drivers after she reached Patna Junction station

■ Action I: Plan to number the autorickshaws plying in Patna according to their routes. All the three-wheelers plying on the Gandhi Maidan route were supposed to have the prefix “G”, followed by a number with the list of the same being maintained by the local police station.

This, the police said, would help in tracking rogue auto drivers easily if they committed a crime.

■ Action II: A police kiosk at the entrance of Patna Junction. A cop assists passengers boarding autorickshaws at night after carefully taking down the details of the vehicle and giving a card to the passenger comprising the important mobile numbers of the policemen, which they could use in case of trouble.

■ Plan time: February

■ Reality check: Five months after services were launched, none are up to the mark. A police officer admitted that status. The kiosk “May I Help You” at Patna Junction is also amid shambles and the records are not maintained properly.

■ Cops speak: “A number of vehicles were numbered but many of them are yet to have them. The records are not being maintained in the police stations either. The process is quite slow,” a police officer said.

Unsafe homes

■ Trouble: Spurt in the number of thefts in apartments across the city in the past few months

■ Action I: Check the background of the security guards. It was decided that probationary sub-inspectors would go and check the entry registers of the apartments every day, so that an idea could be made about the people visiting the apartment frequently.

■ Action II: Talks of going door-to-door to collect information about residents and learn about the frequent visitors, including the maids and the milkmen.

■ Plan time: May

■ Reality check: Policemen have barely visited any flat. Nothing has been done so far as the checking of registers is concerned. The background check of the guards has also remained in the background.

■ Cops speak: “The police are loaded with loads of other works. Things are moving but a little slowly,” a police officer promptly said.

Cyber shock

■ Trouble: Police claim cyber cafés have become hotspots of illegal sex trade

■ Plan I: Removal of opaque partitions from cafés.

■ Plan II: Installation of CCTV cameras at all cyber cafés.

■ Plan time: March

Reality check: Some of the cafés have demolished the partitions.

■ Cops speak: “Many cafés are yet to demolish the opaque partitions. CCTV cameras have not been installed. The police are trying to ensure that the owners get them in place,” said a DSP rank officer.

Trafficking cell

■ Plan: To provide employment opportunities to sex workers with co-operation from the NGOs.

■ Plan made in: July

■ Reality check: There is no information about any woman who has been provided any job under the scheme.

Overloaded

■ Trouble: Autorickshaws overloading their vehicles, especially with school children

■ Plan: Action against errant autorickshaw drivers

■ Reality check: Nothing has been done

■ Cops speak: “There may be some areas where not much has been done so far. But that does not mean that the plan has become dormant,” a police officer said.

Lathi factor

■ Plan: To have a lathi party (16 people who can fight with sticks) at the city police headquarters all the time

■ Plan time: July

■ Reality check: The place where the party was supposed to be present is empty. The lathi party existed only for two days!
