Rights panel summons DM

Patna, Aug. 1: The Bihar State Human Rights Commission (BSHRC) has summoned the district magistrate (DM) of Nawada, Safina A.N., for allegedly violating human rights.

The BSHRC has sought a report from Safina in a case filed by Rajesh Kumar, an assistant teacher of Audhkari Primary School in Rajauri block of Nawada district, on March 18, 2010. Rajesh in his complaint filed at BSHRC on February 10, 2010 had stated that then district superintendent of education (DSE) of Nawada Ramshakal Singh had made false allegations by saying that he had given fake signatures of the school’s principal in the statements of deductions of general provident fund.

Rajesh in his complaint stated that he was mentally harassed for eight months because of the false allegation and it was only after the intervention of Safina, that the file was disposed of on July 9, 2009. However, despite this he has not been exonerated of the charges.

The BSHRC had sent three reminders and two letters to the DM. However, the commission did not receive a single response from Safina, which forced the present course of action.

“The commission has observed that the Nawada DM has acted in an utterly irresponsible manner when the matter pertains to the violation of human rights of a citizen of the state. The commission fails to understand the reason for such an attitude in furnishing a report, which has been sought for almost a year-and-a-half now. Such a conduct from the DM says that she is neither sensitive nor conscious of the violation of human rights of the citizens in the state. Thus, we have called her to be present in front of the commission on August 5,” Justice Rajendra Prasad, a member of BSHRC, said.

When asked about the matter, the DM of Nawada said she could not recall any such case. “I cannot recall the matter as of now. Therefore, I am not in a position to comment on the issue at this moment,” Safina said.
