Just one accused turns up before cell, denies charge

The first-year MBBS student of Nalanda Medical College (NMC) who was allegedly ragged on the campus last week, on Monday submitted a written complaint to the college's anti-ragging cell, naming seven second-year students.

Earlier on Friday, the first-year student had written to the Medical Council of India (MCI) in this regard after which the council directed the college administration to send its probe report in the matter at the earliest. The student had then alleged that one senior had ragged him and forcefully cut his hair.

Sources said the college's anti-ragging cell called a meeting on Monday to record the first-year student's statement. It had also issued notices asking to the seven second-year MBBs students, asking them to turn up for recording their statement on Monday. Only one of the seven accused turned up at the meeting and denied the allegations made by the first-year student.

Speaking on the condition of anonymity, a member of the anti-ragging cell at NMC told The Telegraph that another meeting has been called on the same issue on Tuesday. "We have asked the six (other) accused to turn up to record their statement tomorrow (Tuesday). They have communicated to us that they could not turn up today (Monday) because their university exams are on," the member of the anti-ragging cell said.

Asked what if the accused make similar excuses and do no turn up at Tuesday's meeting as they have exams on Tuesday too, the member of the anti-ragging cell said: "We will give them further notice to turn up before the anti-ragging cell. They can communicate to the anti-ragging cell about the appropriate time when they can be called for recording of their statement."

Sources said the anti-ragging cell was also planning to take the statement of other students of the 2015 and 2016 batches.

"We have sent a report of today's meeting to MCI. Details of upcoming meetings would also be communicated to MCI," the member said.

Another member of the anti-ragging cell of the college, who also did not wish to be quoted, said: "For now the administration has urged the police to increase patrolling inside the college campus to check ragging incidents and instil a sense of confidence among juniors."

MBBS students at NMC alleged the college administration had not taken enough measures to curb ragging on the campus. "There are very few closed-circuit television cameras on the campus," said a first-year MBBS student on the condition of anonymity. "So, in case of a ragging incident, the college would find it hard to get details. This also boosts the confidence of those who indulge in these things."

The hostel where the ragging incident allegedly took place on Friday does not have any warden or assistant warden. There is shortage of room in the existing hostels but even then the hostel in question was not handed over to the administration as it was not fully completed. The students then started living there forcefully.

"The hostel where the incident took place has still not been handed over to us," a faculty member had said earlier. "The MBBS students started living there forcefully. They have not been allotted rooms there. So there is no matron or any assistant matron to look after the students."
