The Bihar Human Rights Commission has directed the state government to constitute a committee of experts to suggest measures for the permanent rehabilitation of rape victims and their families.
The directive came during the course of a hearing in a rape case from Patna on Tuesday. Taking a suo motu cognisance of the gang rape of a minor girl in Patna rural, the court had sought a detailed report from the police on the incident and also on the rehabilitation of the victim.
"A scheme can be framed with the help of experts for the rehabilitation of rape victims to remove the permanent scars on the mental health of the victim and their family members," the commission observed. Subsequently, fresh notice was issued on Tuesday to the chief secretary Anjani Kumar Singh and the director general of police, P.K. Thakur, asking them to think over the constitution of a committee of experts for the rehabilitation of rape victims "The exercise must be done within six months," the chairman of the commission, Justice (retired) Bilal Nazki, said.
