Opp slams govt on resolves

The Opposition in the Legislative Council on Monday slammed what it called tardy implementation of government schemes for students and the chief minister's seven resolves for the state.

BJP MLC Lal Babu Prasad said government school students have not been given money under schemes related to uniforms, bicycles and scholarships though the academic session for 2016-17 was about to end.

Leader of Opposition Sushil Kumar Modi also said over 2.2 crore government school students were not getting benefits under various schemes.

Council chairman Awadhesh Narayan asked the Opposition to raise the issue during Zero Hour, which they did, but the rejection of their adjournment motion led to commotion with BJP legislators marching into the Well. The House was adjourned till 2.30pm.

Sushil said: "Distribution of money for cycles (for Class XI students) has been held up because the state government, which waived off the 75 per cent-attendance rule in 2015-16, has reintroduced it. Why was the rule relaxed in an election year?"

The Opposition also alleged distribution of pre-matriculation scholarships, money for uniforms of students in classes I to XII and for sanitary napkins for girls in classes VII to XII was not happening. Funds for these are normally released in July-August, but has not been done till February.

"The state government has no funds to implement the schemes," Sushil alleged. "It has suffered a loss of over Rs 4,500 crore because of prohibition and is unable to cope."

The BJP's Mangal Pandey alleged tardy implementation of the toilet-for-all scheme, and said only 14 out of the 534 blocks and one of the 105 subdivisions in the state were open-defecation-free so far.

Rural development minister Shrawan Kumar admitted only 6.55 lakh toilets of the targeted 41.26 lakh have been buil, but asserted all-out efforts were being made.
