One address for all tribunals

Patna, Sept. 16: Come 2013, all the tribunals in the state would come under one roof. A swanky seven-storeyed building in the heart of the city would house them.

The building — Tribunal Complex Patna — would come up on 2.46 acres along Bailey Road. The buildings of Labour Commission, Employment Exchange and a few other offices near the Income Tax roundabout would make way for the tribunal complex.

The state building construction department got the approval of the state cabinet to construct the Tribunal Complex Patna on September 13.

“The cabinet recently approved the project to construct the tribunal complex for a cost of Rs 93.1487 crore. The building construction department would construct it razing the buildings of the Industrial Tribunal, Labour Court and the offices of the labour and employment exchange existing at the site at present. We would soon float tenders for the project. We have set a target to complete the building by 2013, two years earlier than the deadline set by the cabinet,” said building construction minister Damodar Raut.

The new tribunal complex would accommodate the Industrial Tribunal, Labour Court, Employment Exchange and Central Administrative Tribunal (CAT) among others. Of the total built-up area of 23,650sqm in the upcoming tribunal complex, the existing tribunals and offices would be accommodated in 4,000sqm. The remaining 19,650sqm of the built-up area would be utilised for accommodating the other tribunals and offices.

Advocates are upbeat about the new tribunal complex. “I am highly delighted that finally all tribunals would be brought under one roof. As the new complex would bring CAT and the recently constituted Bihar Administrative Tribunal (BAT) at one place near Patna High Court, both the lawyers and the citizens would benefit. The lawyers would be able to practice in different tribunals the same day without wasting time in travelling,” said Dwivedy Surendra, a central government counsel at Patna High Court.

A PIL was filed in Patna high court in December 2010 seeking allotment of plot to CAT for its building. Stating that CAT had to face a lot of problems in the absence of its own building, the petitioner had submitted that the state government was supposed to provide 66.80 decimal of land for the construction of a building for CAT on Bailey Road near the high court.

Sources said the state planning and development department sanctioned Rs 67.483 crore under the planned head for the building construction department this fiscal. Of it, Rs 100 lakh can be utilised for the tribunal complex this financial year. The rest of the fund can be withdrawn.

Delhi-based architecture firm DDF Consultant Private Limited has prepared the detailed project report for the complex. It would get 2 per cent of the total project cost (excluding service tax) as consultancy fee.
