Patna, July 24: Bihar chief secretary Anup Mukherjee is believed to have submitted his report on the allotment of Bihar Industrial Development Authority (Biada) land to chief minister Nitish Kumar.

Nitish had asked the chief secretary for the status report on the allotment of plots after the Opposition raised a hue and cry over two cabinet ministers, senior IAS officials and wards and relatives of ruling alliance leaders figuring as beneficiaries of the allotment, in the Bihar legislature on July 19.

Now all eyes and ears are riveted towards Nitish who had announced that he would speak only after receiving the chief secretary’s report. “The chief minister is studying the report submitted to him by the chief secretary,” a source said.

Sources also revealed that Mukherjee who has based his report on the findings of Biada director Anshuli Arya has not detected “irregularities” in the allotment of Biada plots. Biada plots are allotted on the merit of project reports and through open biddings as per the stipulations.

But the issue has snowballed into a major political controversy with the opposition parties questioning the stipulations that “allow the high and mighty in the government to get the government lands” and clamouring for CBI probe into the matter.

Moreover, the Opposition finds it to be the first major issue since the NDA-II returned to power in November 2010 to nail the Nitish government. The Opposition stalled the state’s bicameral legislature’s proceedings on all days in session till Thursday when the House was adjourned sine die.

The RJD and Congress hit the streets yesterday, submitting a memorandum to the governor re-iterating their demand for the CBI probe into the issue. The cabinet ministers whose wards figure as beneficiaries of Biada land allotment include human resources minister P.K. Shahi and social welfare minister Parveen Amanullah.
