Funds theft slur on govt engineer

Patna: Patna district magistrate Sanjay Kumar Agarwal on Friday ordered that a certificate case be filed against Vinay Kumar, former executive engineer of the public health and engineering department, for financial irregularities.

A certificate case is lodged to recover government money by auctioning the movable and immovable assets of the accused person.

On Thursday, the district administration had filed FIR with the Gandhi Maidan police station against Vinay, who is now serving as superintending engineer in the Bihar State Water and Sanitation Mission.

He has been accused of transferring more than Rs 13 crore meant for toilet construction to four NGOs.

"I have given the order to file a certificate case against the officer under which his property would be attached to recover the fund," Agarwal said. "The certificate case would also be registered against the NGO chiefs. We are in the process of identifying the properties of the accused."

Vinay is accused of transferring the funds - in the financial years 2012--13, 2013-14 and 2014-15 - to Aadishakti Seva Sansthan (more than Rs 10 crore), Maa Sarveshwari Seva Sansthan (around Rs 2.14 crore), Satyam Shivam Kala Kendra (Rs 1.51 crore), and Shiv Seva Sansthan (Rs 6.71 lakh).

He has been suspended and the district administration has written to the public health and engineering department to initiate disciplinary action against him.

Agarwal said the money was transferred without the permission of department officials.

"I have given the order to raid the offices of the four NGOs for further investigation," the DM said.

Asked what steps are being taken so that such things do not happen again, Agarwal said: "We will keep close eye such activities especially at the block level. I have given order to check the bank details of our offices and transactions made for different work. All the block development officers have to certify that no financial irregularity is going on."
