The state has failed to meet expectations when it comes to implementation of Persons with Disabilities Act, 1995, but has done a commendable job in issuing certificates to differently abled people.

Prasanna Kumar Pincha, the chief commissioner for persons with disabilities, on Wednesday said this while addressing a meet at the Scheduled Caste and Scheduled Tribe welfare department.

He said the government has distributed disability certificates to 45 per cent of the target group.

On his first visit to the state after being appointed to the post, Pincha said: “The act came into effect on February 7, 1996 but Bihar did not get its first state disability commissioner till 2007.”

He added: “The statute specifies that there should be 3 per cent reservation in government jobs for persons with disabilities. But for that, the government needs to identify the jobs that they can do. I don’t think the Bihar government has done that, nor does it have a Braille press. The government needs to work in this area.”
