Patna: The state government has issued showcause notice against senior IAS officer C.K. Anil in connection with the theft of computers and other files from the offices of Biscomaun, a state level agriculture marketing cooperative federation. Anil is absconding since a special investigation team (SIT) started looking for him in connection with the leak of question papers of clerical grade examination conducted by the Bihar Staff Selection Commission.
Anil, a 1991 batch officer, has been asked to reply within 15 days, failing which it would be assumed he had nothing to say on the matter. The general administration department issued the notice on Saturday, as several letters sent to him on his official address, as advisor of state planning board, could not be delivered.
According to the show cause notice, then Biscomaun director Ramkaleshwar Prasad Singh had, on December 4, 2012, filed a complaint in a Patna court against Anil. Anil, then posted as the managing director of Biscomaun, was also accused of not adhering to the rules of the finance department in purchase of computers and generator sets.
In addition, he has been charged with initiating disciplinary action against several employees of Biscomaun without taking the authorities concerned into confidence.
A source in the general administration department said Anil had also been asked to explain why disciplinary action should not be taken against him for proceeding on leave without his leave being sanctioned by the competent authority.
Anil had remained incommunicado ever since the special investigation team (SIT) began searching for him in connection with the leak of question papers of clerical grade examination conducted by the Bihar staff selection commission. Anil was posted as officer on special duty at the BSSC office when the examination racket came to the fore in February.
The then chairman of the commission, Sudhir Kumar, and his secretary Parmeshwar Ram were among those arrested in the case.
Both Sudhir and Parmeshwar are still lodged in the Beur central jail. The Patna police's SIT has already submitted the chargesheet in the special vigilance court in connection with the examination fraud case.
Anil came into limelight when he virtually launched a crackdown against don-turned-politician from Siwan Mohammad Shahabuddin, when he was posted as the district magistrate of Siwan.
Considered to be a no non-sense officer in administrative circles, Anil is believed to have invited the wrath of his seniors for "exposing" promotion scam.
He had vehemently opposed the promotion of three IAS officers - who were considered to be close to chief minister Nitish Kumar - to principal secretary rank.
The officers in question were later demoted to secretary rank after the department of personnel and training raised objection over promotion granted by the state government in anticipation of centre's approval.
Anil couldn't be contacted for his comments despite repeated attempts.
