Case on JDU state chief over flag fiasco

A case was filed against JDU Bihar president Bashishtha Narayan Singh and others in Patna High Court on Monday for hoisting the national flag upside down at the party office on January 26.

Patna: A case was filed against JDU Bihar president Bashishtha Narayan Singh and others in Patna High Court on Monday for hoisting the national flag upside down at the party office on January 26.

High court advocate Manibhushan Pratap Sengar filed the case.

Sengar in his petition stated that the flag was hoisted with the green band at the top and the saffron at the bottom, which is an offence under the National Honour (Amendment) Act 2005.

While the national flag was being hoisted upside down, Singh remained silent and spoke on the occasion, the petition stated, requesting the court to inquire whose fault was it and prosecute each guilty.

Sengar has stated in the petition that he was shocked at the insult shown to the Tricolour, as Singh is not only the president of the ruling JDU but also a Member of Parliament from the Rajya Sabha.

"He (Singh) must have hoisted the national flag in the past too as he was also minister in the Bihar government," the petition stated, adding that he must be aware of the colours, compositions and honour of the national flag and the National Anthem. "However, even after he (Singh) had insulted the national flag, he did not apologise, sending a bad message to the public," it stated.

The respondents made in the case are chief secretary Anjani Kumar Singh, principal secretary (home) Amir Subhani, director-general of police P.K. Thakur, Patna commissioner Anand Kishore, Patna district magistate Kumar Ravi and Patna senior superintendent of police (SSP) Manu Maharaaj. The petition also asks the court to lodge an FIR in the case against the guilty persons for their offence.
