Andhra cop team hits Red rule hurdle

Bhagalpur, July 29: The state government’s decision to restrict the movement of arrested Naxalites from prisons compelled an Andhra Pradesh police to leave without CPI (Maoist) politburo member Varanasi Subramanium alias Srikant, lodged at Jubba Sahani Central Jail here.

The Andhra team had come here to take Subramanium in remand. But the jail authorities and police officers here turned down the visiting team’s request.

M. Raman Kumar, an inspector at Kashipith police station in Adilabad district of Andhra Pradesh, and sub-inspector S.P. Ravidran arrived here yesterday with a production warrant to take Subramanium. The first class judicial magistrate of Adilabad local court had issued the warrant in a case in which Subramanium is charged with illegal possession of explosive substance, murder and a number of other criminal offences. The hearing of the case is scheduled for July 30.

Raman said: “The case is very important and we came here to take the accused to produce him in court. But the special norm of the Bihar government did not allow us to take him. We will report to our superiors to take appropriate steps so that Subramanium can be produced in the court.”

The Andhra cops had also approached Bhagalpur city superintendent of police Vijay Kumar Verma but the result was the same. They were denied permission to take along Subramanium.

Jitender Kumar, the superintendent of Jubba Sahani Central Jail, told The Telegraph: “The state government has recently restricted the movement and trial of any Naxalite arrested in the state for the next six months. The special provision by the state government was enforced under Section 62 of CrPc. According to the provisions, arrested Naxalites cannot be produced even in local courts for the next six months. The government may extend the restriction if necessary.”

He added that he had requested the superintendent of police (SP) of Adilabad district to establish a proper correspondence with the Bihar government to take Subramanium in remand. Jitender had forwarded the request through a letter to the Adilabad SP.

Special Task Force personnel arrested top Maoist leaders, including Subramanium, Purnendu Shekhar Mukherjee, Vijay Kumar Arya and Umesh Yadav alias Abhimanyuji, at a village under the jurisdiction of Barsoi police station in Katihar district on April 30 this year.
