Nirmalendu Dutta: What is holding up the Padmapukur water treatment plant in Howrah?

The water purification and storage project at Padmapukur has had to cross many legal hurdles. Problems cropped up over acquisition of land. Many of the cases lodged by the owners of the plots where the project is coming up are pending in court. It is difficult to say when the plant will be ready because of the court cases.
