State's fiscal health improves

The state's fiscal performance shows an upward trend by the end of first quarter of the current financial year in both budget utilisation and revenue generation.

Bhubaneswar: The state's fiscal performance shows an upward trend by the end of first quarter of the current financial year in both budget utilisation and revenue generation.

This was revealed from the deliberations at the meeting of secretaries held under the chairmanship of chief secretary Aditya Prasad Padhi here on Wednesday.

In this quarter, the state has generated a revenue of Rs 8,928 crore, which is almost 29 per cent higher than last year's Rs 6,936 crore.

The revenue from own tax sources during the current fiscal has gone up by 22.25 per cent with a total collection of Rs 6,445.52 crore and the revenue from non-tax sources have grown by 49.16 per cent with a total collection of Rs 2,482.34 crore.

The review revealed that the budget utilisation on different plans, programmes and schemes up to June has been Rs 13,591 crore, registering the growth of around 19 per cent over last year's utilisation up to June.

The social sector spending by the end of June this year (Rs 6,670.53 crore) has grown by 65 per cent over the corresponding period of 2017-18.

Similarly, the expenditure under agriculture and allied sector has reached Rs 3,516 crore and the expenditure in infrastructure sector has touched Rs 2,840 crore.

A target was set to make online pension paper submission and sanction mandatory from August.

At present, both the online and offline systems are in operation. As of now, 662 pensioners have submitted applications online.

From August, pension papers will be submitted only online. The applications will be processed online by the respective head of the departments and pension sanctioning authorities.

Further, it will be integrated with the accountant general's office.

Additional chief secretary (finance) Tuhinkanta Pandey said that the module for online submission of utilisation certificates under various schemes and grant of state government has been developed. It would be rolled out from November.

Chief secretary Padhi directed the secretaries to properly train the officials and stakeholders concerned about the new system before rolling it out.

Similarly, online sanction order through integrated financial management system will also be made mandatory from August 1. The pilot run of this online sanction system has been successful.
