Civic body to rein in vendors

The civic body today decided to take steps to streamline vending zones in the city.

Bhubaneswar, June 24: The civic body today decided to take steps to streamline vending zones in the city.

At its council meet today, the civic body has also decided to create three zones in the Bhubaneswar Municipal Corporation limits for better administration and creation of a separate drainage division to control waterlogging.

In order to restructure the vending zones across the city, Canada-based urban development design major IBI has been asked to prepare a detailed project report within six months.

The corporation will spend Rs 60 lakh on the preparation of the report.

"The detailed project report will have all the details such as the location considering the distance of the main road, traffic square or any bus bay or terminal nearby. It will also incorporate a component so that the zones can be analysed through satellite-based remote sensing and geological information system (GIS). Each vendor will also be given an identity card," said mayor Ananta Narayan Jena.

The funds for the survey will be initially borne by the civic body. Later it would be compensated by central grant as the National Street Vending Policy has provision for that.

Senior councillor and chairman of the works standing committee Amaresh Jena said: "Though initially the administration will have to spend a token amount to register the vendors, in future the civic body can earn from the effort as each of the seller will to pay for the trade licence depending on his or her business."

As many vendors have encroached upon drains, roads and government land, the initiative will help the administration to keep them on a tight leash.

The civic administration has been divided into three zones.

There are 20 wards under zone I (north), 22 under zone II (south-west) and 25 under zone III (south-east). Each zone, on the other hand, will be divided into two circles. Ward officers for each zone will report to respective deputy commissioners assigned to head the particular area.

Deputy commissioner in-charge of north zone Subhranshu Mishra said: "There will be a team of six inspectors to overlook the works of enforcement, recovery and eviction for six circles. Each enforcement inspector will lead one team."

Sources, however, said the zonal offices would not function from different zones as it was decided in the past. However, all three offices will now function from the central office building and after six months they would be shifted to their respective offices."

The council today gave its nod to the corporation's proposal for creation of a separate drainage division for better redressal of drainage-related problems across the city. The separate division will also bring 10 natural storm water channels under its fold apart from the smaller drains.

At present, the natural storm water channels are managed by water resources department. "Creation of a separate drainage division will help us manage drains, including the storm water channels, in a better way," said the mayor.
