Assam bid to curb liquor smuggling

The Assam excise department has asked its Arunachal Pradesh counterpart to upload all permits it grants to consignments to pass through Assam on its web portal beforehand saying influx of liquor with fake permits and labels of Arunachal has become a serious problem in the state.

Guwahati: The Assam excise department has asked its Arunachal Pradesh counterpart to upload all permits it grants to consignments to pass through Assam on its web portal beforehand saying influx of liquor with fake permits and labels of Arunachal has become a serious problem in the state.

"The influx of liquor with fake permits and labels of Arunachal Pradesh has become a serious issue and it is causing loss to Assam excise's revenue and also creating health hazards for the people here," said the excise department letter.

Sources in the excise department said the letter was sent following strict instructions from excise minister Parimal Suklabaidya to crack the whip on liquor mafias and nexus between them and officials of the department.

"The commissioner of excise, Assam has designed a new online application, namely Arunachal Permits, which is active on our online portal www.assamexcise.in. The permit issuing authority of Arunachal Pradesh or any nodal officer appointed for this purpose is requested to use it," the letter said.

"Kindly upload all kinds of permits issued by the excise department of Arunachal Pradesh with these applications or if there is any kind of difficulty in uploading such permits' information, a copy of the same can be sent to our mail id in advance so that message can be passed to our field officers to track such consignments," the letter said.

Smuggling of beer and IMFL from Arunachal Pradesh, where excise duties and taxes are less, results in revenue loss for Assam. At least 30 per cent of the IMFL consumed in Upper Assam is smuggled from Arunachal.

In September last year, the excise commission had also written to the deputy commissioners and superintendents of police of seven Upper Assam districts to step up vigil to stop smuggling of beer and IMFL from Arunachal Pradesh.

The state excise department last month seized a truckload of IMFL valued at over Rs 20 lakh smuggled from Arunachal in Karbi Anglong. The truck had a transit pass to transport the IMFL consignment from Naharlagun to Bordumsa in Arunachal Pradesh. The department had initiated an inquiry into the incident.
