
Dhanbad: The construction of 11 buildings within the Binod Bihari Mahto Koylanchal University (BBMKU) complex is yet to begin after seven months of the foundation-stone laying by chief minister Raghubar Das on 25 acres at Bhelatand mouza of the coal town.
The delay can be attributed to a technical glitch in the opening of the profit and loss account through which the university can transfer funds to the contractor to begin construction.
The state higher, technical education and skill development department has already given Rs 8.5 crore to the varsity through bank drafts. The money is lying unused in the absence of the account.
Salem-based architect Mukesh and Associates, which prepared the design and detailed project report (DPR), is yet to get its consultancy fee of Rs 1.5 crore.
According to the DPR, 11 buildings are supposed to be constructed in two phases within 24 months at a cost of around Rs 147 crore. Of these, a seven-storey academic building, five-storey administrative building, a three-storey bungalow of the vice chancellor and the sewerage and drainage systems are supposed to be completed in the first phase.
The remaining infrastructure include a three-storey library and examination complex besides separate canteens for students and staff in two-storey buildings each. The varsity complex will also house a 1,040-bed hostel, 52 three-bedroom quarters of dean, joint secretaries and professors, 156 two-bedroom quarters for associate professors and professors and 104 one-bedroom quarters for non-teaching staff. A marriage hall and a guest house are also on the cards.
VC Anjani Kumar Srivastava said the varsity was facing lots of problems in the absence of the account.
"The accountant-general's office has sought some clarifications from the state higher, technical education and skill development department before issuing its mandatory advice for opening of the account. We procured the documents from the department and submitted them to the AG's office. We expect the account to open within a month," he said.
BBMKU registrar Parmanand Mahto said a university could not function properly without financial independence and it was facing difficulty in the payment of teachers' salaries, funds for which were being provided by parent Vinoba Bhave University.
"We expect the situation to improve next month after the opening of the account," he added.
