Ranchi, Nov. 6: In a hurriedly convened meeting, the cabinet today approved a model roster for implementing the reservation policy.

Briefing newsmen, cabinet secretary Aditya Swarup said the government had approved the personnel department’s proposal to implement a model roster of reservation for direct appointment in government jobs. The exercise will end the problem of fraction in implementing reservation for odd number of jobs.

“The percentage of reservation for the Scheduled Castes is 10, for Scheduled Tribes it is 26 and for Other Backward Classes 14, while 50 per cent posts are unreserved. The model roster has been prepared in such a way to accord priority to reserved and unreserved categories in appointment so that the reservation policy is maintained in the state,” Swarup said.

The model roster of up to 100 points specifies who will be accorded the top priority in appointment while implementing the reservation policy, Swarup said.

“If there is one post, it will be unreserved, if there are two, the second will be reserved for ST. If the number of vacancies is three, the third will be unreserved. If there are four posts, the fourth will be reserved for OBCs,” he said.

“The fifth post will be unreserved, sixth for SC, seventh unreserved, eighth for ST again, ninth unreserved and tenth for ST again. The chart has been prepared for 100 posts. This will ensure that 50 per cent posts remain unreserved and there is no confusion in the ratio of reservation even in making minor appointments,” he added.

The cabinet has also approved the proposal of the personnel department to promote an additional judge A.K. Mishra to the rank of additional district judge to facilitate fast track courts. Mishra’s name was recommended by Jharkhand High Court.

The other decision of the cabinet includes release of Rs 2.68 crore for completing bio-tech research and development centre at BIT-Mesra, besides transferring land to railways for laying tracks.

The cabinet also decided to end unaided education policy, but its announcement will be made on November 15, the third foundation day.

Science and technology minister Samresh Singh said the cabinet had put its seal on ending unaided education policy in Jharkhand. A formal announcement to this effect will be made on foundation day, he said.

The minister said the government would adopt a “deficit finance” scheme for all unaided schools, but in phases. Cabinet secretary Swarup, however, remained silent on the decision to end unaided education policy.

Many ministers were not even informed of the cabinet meeting. Chief minister Arjun Munda left for Delhi immediately after the meeting got over around 1 pm.
