Jamshedpur, Feb. 25: The Jharkhand Academic Council (JAC) today decided to grant recognition and affiliation to 15 intermediate-level colleges across the state.

The institutions had been granted ?permission to run colleges? by the unified Bihar government. The decision was taken today at the council?s governing body meeting in Ranchi, presided over by JAC chairman Shaligram Prasad Yadav. Over 3,000 students across the state will benefit from the move. The governing body is in process of bringing in an Act to decide the criteria of infrastructure, required strength of employees and intake limit of students for streams like science, arts and commerce. ?Students of these colleges will now be able to directly register themselves with the JAC. They would also submit the examination forms directly with the council authorities and no longer route it through other colleges,? said Yadav told The Telegraph.

?The colleges started functioning during united Bihar. After the scanning the institutions, we have decided to extend permission to 15 of them to run full-fledged intermediate course,? he said.

The move will help bring about uniformity among colleges offering Plus Two education, said Yadav. The decision will be implemented from the next academic session. Three colleges under East Singhbhum district would benefit from the move of JAC. West Singhbhum and Seraikela-Kharsawan districts do not have a single such college.

Cezrtain rules will have to be framed by the secondary education department of the state government as well, said Yadav.

Till now, the colleges have to depend on affiliated or constituent colleges through which the registration or examination forms were submitted to JAC. The council had received several complaints from the principal of these colleges, alleging that they were being exploited by the college authorities of affiliated or constituent colleges.

?The principals of constituent colleges would charge Rs 200 extra from each student per year. And the money went into funding the maintenance of that college,? said sources in JAC said. The council has set a deadline of a year for the permission, recognition and consequent affiliation to these institutions. Respective principals will be asked to details on infrastructure and educational details.
