Ranchi, March 13: For the jawans posted in the Jharkhand Armed Police-IV (JAP-IV) in Bokaro, there is nothing colourful to look forward to this Holi, as they have been denied their salaries.
The district treasury officer of Bokaro, who has been clearing the battalions? bills and dues in the absence of a officer-in-charge at the unit, has suddenly stopped doing so arguing that the state government was yet to inform him who the ?real? drawing and disbursing officer was.
The 650-strong JAP-IV has been without a commanding officer since August 2005.
Although the director-general of police, the authorised JAP-III commandant, is eligible to hold the additional charge of the division, the home department is yet to notify the posting.
Subsequently, a senior DSP rank officer, D.P. Singh, was acting as the unit?s drawing and disbursing officer.
The jawans used to receive their pay and perks from the district treasury after Singh signs the documents concerned. Certain financial transactions were made through the officiating commandant as well.
But now, the treasury officer wants the government to inform him who the drawing and disbursing officer is.
The jawans have not received their salaries for the month of February, too, and the tour bills of senior officials have not been reimbursed.
Home secretary J.B. Tubid put the blame on the treasury officer concerned.
?If the payments cannot be made without official notification, the district treasury officer should have pointed it out earlier, when the issue came up. But he has suddenly raised this issue now. We will talk to him and solve the problem smoothly,? he added.
