Dumka, Jan. 29: The fate of the proposed Sidhu Kanhu Medical College and Hospital (SKMCH), run by a Patna-based charitable organisation, hangs in the balance with police lodging an FIR against the management of the institution and some health officials for allegedly tampering with the documents needed for a no-objection certificate.

The town police today lodged the FIR against the SKMCH management, Dumka, and the officials of the Medical Education and Research Department, Ranchi, who handled the documents sent by the Dumka deputy commissioner.

The case (No 8/2003) was lodged following a written complain by the additional collector, Dumka, on behalf of the deputy commissioner, alleging that the accused made changes in the report send by the district commissioner. The report said there was neither infrastructure nor any facility for the proposed institution.

The report was issued by the committee set up by the government with the deputy commissioner, Dumka, as its member.

The SKMCH management had sought the government’s approval to establish a medical college and hospital in Dumka through a global tender.

The report from the committee was needed to obtain the certificate from the Medical Council of India (MCI), New Delhi.

According to Dumka deputy commissioner Abinash Kumar, after completing the inspections of the site, with K.P. Srivastava and A.K. Mahato — the two members of the committee — the report was sent to the chief secretary, the medical education and research department, Ranchi, the health department and the information and technology department on December 8 last year.

In order to give the clearance to the institution, a meeting was scheduled under the chairmanship the chief secretary in Ranchi on January 17 last year. The chief secretary verified the details of the report with the Dumka deputy commissioner. “After the chief secretary went through the original report, it was established that the original report of the committee had been changed,” Kumar told The Telegraph. He alleged that even his signature was changed.

In 1999, the registrar of the S.K. Murmu University, Dumka, had lodged an FIR against the SKMCH management, alleging that they were using the name of the University without permission.
