Guwahati, May 21 :     The peace initiative by a group of former Ulfa activists may take another step forward, with a large number of people from different walks of life likely to attend a seminar organised by the Sulfa here tomorrow. Sunil Nath, former central publicity secretary of the banned outfit said Ulfa insurgency is not a mere law and order problem but an outcome of the unequal economic development and growing unemployment in independent India. ?The Ulfa had put forward its theory of an independent Assam as a panacea to all its problems. Though there may not be too many takers of this idea, it cannot be denied that no one had come forward to lead a mass movement against the economic problems facing the state,? he said. The peace initiative by the Sulfa (surrendered Ulfa) had started in April with 11 top leaders appealing to both the Ulfa and the state government to declare a monthlong truce during the festive month of Bohag. Though the Ulfa had rejected the appeal, it is significant that killings and counter-killings had gone down drastically after that. Nath rued that things had changed a lot in the past two decades. ?Despite bearing a sense of hurt for being the have-nots and harbouring a grudge against the Centre for being deprived of their just dues, the people of Assam in those days had not indulged in any fratricidal war,? he said. The former rebels, as citizens of Assam, want an end to this ongoing saga of violence but they have certain limitations in initiating any peace process, Nath said. ?We are a small and somewhat controversial force,? he said, adding, ?but today?s situation is not our creation, we are the creation of the circumstances.? Nath further said, ?We leave it to future sociologists and historians to decide who is responsible for creating such a situation.? There is still a need to launch a well-coordinated and well-directed mass movement to register Assam?s just protest, he said. He added, ?We are ready to take part in any such movement and will seek the advice and guidance of the people in tomorrow?s seminar.?
