Chief minister Arvind Kejriwal on Wednesday announced that police were tracking the mobile phones of more than 25,000 people who had been sent to home quarantine and warned of action against violators.

The move is in line with what Singapore and South Korea have done. Their measures to contain the coronavirus outbreak have been widely lauded.

“Action will be taken against those who violate (quarantine orders). In such cases, their contacts will also have to be quarantined,” Kejriwal said.

Several people who visited Nizamuddin, where the Tablighi Jamaat last month held a gathering many of whose participants have now tested positive for the virus, have been traced through phone tracking.

The Delhi cabinet has passed a proposal to grant a compensation of Rs 1 crore to every doctor, nurse, sanitation worker and any other government or private sector employee, both permanent and casual, who might lose his or her life while attending to coronavirus patients. The amount is on a par with what the Delhi government gives to the next of kin of every uniformed person from the Union Territory killed in action.

Two mohalla clinic doctors, one doctor of the Delhi State Cancer Institute who had been to the UK recently, and two resident doctors of Safdarjung Hospital — where several coronavirus patients are being treated — have tested positive.

The cancer hospital in Dilshad Garden, one of the coronavirus hotspots, was temporarily shut for disinfection on Wednesday.

In a videoconference, doctors told the chief minister on Wednesday that some patients were displaying aggressive behaviour, and one tried to commit suicide at Rajiv Gandhi Hospital on Wednesday.

To stem the flow of migrant workers, Kejriwal announced that rations would be distributed to anyone who applies for a ration card, in addition to almost 72 lakh people who have ration cards.

“We estimate that some 10 lakh people are in need of help…. I am not promising ration cards (without verification), but (under the lockdown) you will get rations if you have applied,” he said.
