BSP MP Danish Ali flags 'violation of established parliamentary procedures' by two panels

Officials familiar with functioning of committees say the procedure that is usually followed in such cases is for the complainant to be called first to present his/her version before the panel

BSP MP Danish Ali on Saturday wrote to the Lok Sabha Speaker drawing his attention to the "violation of established parliamentary procedures’’ in the conduct of the proceedings of the privileges committee and the ethics committee.

Ali, who himself is a complainant against BJP MP Ramesh Bidhuri in the privileges committee, pointed out that the panel has heard the "accused" member without hearing him. In the complaint filed by Ali and several other Opposition MPs against Bidhuri for his religion-specific invectives against the BSP member in the special session of Parliament last month, the privileges committee has heard the BJP MP. But Ali has not been heard as yet.

Ali contrasted this to the proceedings in the ethics committee — which was this week referred the Mahua Moitra case where she is alleged to have asked questions in lieu of favours — where the complainant, BJP MP Nishikant Dubey, has been called to present oral evidence on October 26.

The BSP MP, who is a member of the ethics committee, has also expressed concern over the fact that the chairman has "openly spoken to the media stating that he has received an affidavit in connection with a complaint of alleged ethical misconduct against Ms. Mahua Moitra’’.
