BANGLA LESSONS FOR NON-BENGALI BUREAUCRATS

Calcutta, July 8 :    Calcutta, July 8:  Waking up to the fact that producing home grown bureaucrats for its needs is a distant dream, Bengal has decided to further train non-Bengali speaking IAS and IPS officers in mastering the Bengali language. These officers, engaged in different government departments, will soon have to attend a coaching centre to improve their reading and writing skills in Bengali. The government had earlier planned to introduce Bengali as the official language in government departments. This step is considered by many as attempts to revive the plan. The coaching centre for spoken as well as written Bengali will be conducted by the Rabindra Bharati University at its Emerald Bower campus. The training cost will be borne by the government. The state will also provide funds to the university to conduct English classes for unemployed youth from the economically weaker section. The government feels a large number of youth are being deprived of good jobs due to their poor knowledge of English. The state youth welfare department will implement the scheme. Regarding the need to make bureaucrats proficient in Bengali language, sources in the government pointed out that the success rate among candidates from West Bengal appearing in IAS and IPS examinations had sharply declined over the years. The government, thus, could not avoid having non-Bengali speaking officers from other states. ?Training of officers is essential if the government really has to introduce Bengali as the official language,? a senior official said on condition of anonymity. N. Krishnamurthi, former chief secretary and chairman of the state Public Service Commission welcoming the decision said similar training was necessary for other category of officers as well. ?It is not always necessary for the candidates to know Bengali when they appear for recruitment tests. For smooth functioning of the offices it is essential for all category of officers to be adequately familiar with it,? he added. New centre In a letter to Rabindra Bharati vice-chancellor Subhankar Chakraborty, the state information and culture department has directed the university to take immediate measures to open a centre at its campus for IAS and IPS officers. The university authorities placed the proposal at its executive council (the university?s highest policy-making body) this week. Sources said that the government preferred opening the centre in collaboration with the university as it was already running one to train students appearing for the West Bengal Civil Service examinations and other state and national level examinations. The council unanimously decided today to open the centre at the university. It will start operating from October this year. ?The course will last for nine months. Twenty-five officers will be given the training at a time,? the university vice-chancellor said. ?The officers will be trained to improve their speaking and writing skills in Bengali,? he added. The government has agreed to sponsor funds to the university for constructing a building in the campus which will be used exclusively for the centre.
