BALAYOGI SET FOR SPEAKER SECOND STINT

New Delhi, Oct.13 :     Former Speaker G.M.C. Balayogi is likely to be the Speaker of the 13th Lok Sabha. The election will be held on October 22. Sources said Telugu Desam chief Chandrababu Naidu wanted Balayogi as Speaker again. Naidu discussed the matter with Prime Minister Atal Behari Vajpayee yesterday during their dinner meeting. Sources said the Prime Minister told Naidu he had no objection to getting Balayogi elected Speaker. Balayogi was Speaker of the short-lived 12th Lok Sabha. The 12-member Desam group had extended the crucial support to the Vajpayee government last year and in return Naidu had bargained for the Speaker?s post. Naidu feels that Balayogi could not complete his tenure as the government was toppled by the Congress and that he deserved the post. The appointment of Balayogi, a Dalit, will send the right kind of message across the people in the state. The Centre has decided to convene the first session of the newly-constituted Lok Sabha from October 20. This, and the date of the speaker?s election, was decided at the first meeting of the Council of ministers shortly after the Vajpayee-led government was sworn in by President K.R.Narayanan, official sources said. It was decided that a Rajya Sabha session will be convened on October 21 till October 29. The joint sitting of Parliament for President?s address, a constitutional requirement after every general election, will be held on October 25. There will be no sitting of Rajya Sabha on October 22.
