New Delhi, Aug. 16 :    New Delhi, Aug. 16:  Prime Minister Atal Bihari Vajpayee called for a change in mindset on reforms, particularly in the power sector, even as he criticised President Pervez Musharraf's double standards on terrorism. 'We will defeat the forces of terrorism,' the Prime Minister asserted yesterday from the ramparts of Red Fort. 'Jammu and Kashmir is an integral part of India, a symbol of Indian secularism,' Vajpayee said in his address to the nation, referring to Musharraf's terming of Jammu and Kashmir as a 'core issue'. Vajpayee wondered how incidents like the Kaluchak and Amarnath yatra massacres could be deemed as part of a freedom struggle. He said nobody would be allowed to disrupt the elections in Jammu and Kashmir, which he said would be free and fair. 'Kashmir is not a piece of land. It is a test case of sarva dharma samabhava - secularism.... India has stood the test of a secular nation. Jammu and Kashmir is a living example of this. And this in itself is Kashmiriyat,' Vajpayee said. The Prime Minister admitted that successive regimes in Delhi may have committed some mistakes in Jammu and Kashmir but added that his government was prepared to make amends. 'If any mistakes have occurred, we shall make amends. For this we shall talk to Kashmiri people's representatives and organisations,' he said. Vajpayee urged people to contest polls in large numbers to thwart the designs of 'those sitting across the border'. 'Jammu and Kashmir polls are an opportunity to create a new future in the state,' he said. Vajpayee also said there was urgent need for a change in attitude on economic reforms. 'If there can be consensus on defence and security, why not in the area of economic reforms?' Vajpayee called for a concerted economic movement to accelerate growth rate, pointing that infrastructure development was key to achieving 8 per cent GDP. He also expressed deep concern over the country-wide theft of power aggregating about Rs 25,000 crore every year. The Prime Minister announced a slew of measures, including the Pradhan Mantri Gramin Jal Samvardhan Yojna for water conservation.
