The Election Commission of India is for the first time using an AI-enabled CCTV security surveillance system in nearly all the polling stations in the state.

The technology

These devices, utilising cloud-based video streaming, undergo monitoring at various levels to detect and deter any potential malpractice or disruptive events during polling. Deployed strategically, these WiFi-enabled Full High Definition surveillance cameras ensure comprehensive coverage, capturing clear proceedings and facial details with precision.

Booth-level mechanism

At each polling station, two cameras are placed: one at the entrance and another near the EVM, ensuring voter secrecy. Control units linked to the cameras oversee and record activities within. Feeds are directed to monitoring stations and stored in the cloud for reference. Live polling streams are accessible via portals or dashboards in control rooms for real-time monitoring. Officials can also access the live streaming on their mobile through an app.

Control rooms

Control rooms are established at various hierarchical tiers: one at the returning
officer’s office, one at the district election officer’s office, one at the chief Electoral officer’s office and another at Nirvachan Sadan in New Delhi. These distributed control centres facilitate efficient coordination, oversight, and decision-making throughout the election process, ensuring effective management and resolution of any arising issues or concerns.

Monitoring mechanism

Each control room, staffed with 10 to 15 personnel, meticulously observes polling station activities, promptly relaying alerts to pertinent authorities. This streamlined approach ensures swift responses to emerging situations.

Alerts

The advanced surveillance set-up efficiently oversees and documents events spanning more than 25,000 sites. Powered by AI, the cloud-based remote monitoring system produces real-time intelligent alerts through its analytics engine.

Parameters

Alerts, consistently in “snooze” mode, stem from pre-configured parameters within the system. These parameters encompass three primary categories — queue management, EVM integrity and noise levels. An alert activates if the polling station surpasses 15 occupants or if more than one approaches the EVM. Noise levels above 70 decibels prompt an alert, ensuring vigilance against potential disruptions.

Action taken

The relevant authorities will designate a quick response team to evaluate the situation and implement suitable measures accordingly.
