The government is planning to host a fifth udyami panchayat though the previous ones have not brought much investment to the state.

The last udyami panchayat was held in Rajgir on April 29. Before the meet, then tourism minister Sunil Kumar had said big names in the sector would attend it. But only two firms from outside the state and four from Bihar were present at the fourth udyami panchayat.

The first udyami panchayat was held in 2010, and subsequent ones focussed on food processing, sugar and tourism, respectively.

The fifth meet would be held on September 30. The venue for it is yet to be decided.

“In all probability, the venue would be Patna. Its focus would be manufacturing,” said a senior officer of the industries department.

Sources said the focus of this panchayat would be fertilisers, iron and steel, paper and agro chemicals.

An official of the industries department said: “The department is preparing a detailed programme for the event. Chief minister Nitish Kumar is expected to chair the meeting, like the ones before it. We expect many entrepreneurs to take part in it.”

Though the government is hopeful about the success of the panchayat, industrialists are not. They claim that the delay in the implementation of the decisions taken in the previous panchayats had affected its credibility.

An industrialist said: “A glaring example the lackadaisical approach of the government is the delay in the proposed amendment to the sugarcane incentive policy.”

The focus of the third udyami panchayat, held in Patna in October 2012, was the sugarcane industry. It was decided that the Sugarcane Incentive Policy, 2006, would be amended and subsidies given to the industrialist.
