Empty hostels await fresh boarders

Administration files affidavit on varsity's encroacher-free accommodation

The district administration on Tuesday filed an affidavit in Patna High Court stating that Saidpur and Ambedkar hostels of Patna University have been evacuated abiding by the court's order.

Patna district magistrate (DM) Sanjay Kumar Agrawal and senior superintendent of police (SSP) Manu Maharaaj filed the affidavit. They were present in the court on Tuesday.

On October 5, the high court had directed Patna University to get Saidpur hostel vacated by October 18. The court had also directed the Patna DM and the SSP to extend full cooperation to the university in getting the hostel vacated and also ensure that the illegal occupants didn't return at any cost.

A division bench of the high court of Chief Justice Iqbal Ahmed Ansari and Justice Ravi Ranjan had passed the order after taking up the matter suo motu following newspaper reports of recovery of bombs from the Saidpur hostel in a police raid on July 31 this year. Later, it (the court) converted the matter into a public interest litigation (PIL).

The DM and the SSP on Tuesday informed the court that both the hostels were vacated after the court order on October 5.

The Patna University authorities have handed over the hostel keys to the district administration.

The court was told that university registrar Sanjay Kumar Sinha has handed over the keys to Lalit Mohan, the deputy collector land reforms, Patna City.

The court then directed registrar Sinha, who too was present in the court, to maintain status quo.

The bench said only after the court is satisfied that no illegal boarder returns to the hostel in future, will it pass an order for fresh allotment of the hostel rooms.

However, the high court remained silent on the appointment of an administrator to look after the hostel's functioning.

The 60-acre Saidpur hostel, built in the early-1970s, gained notoriety over the years for nurturing hooligans and becoming a den of anti-social elements.

In August this year, a group of unidentified people from Saidpur hostel entered the Patna College and shot at a student, injuring him seriously.

The hostel was freed of encroachers on September 26, 2015, on the directive of the high court. It had taken the district administration and Patna University more than eight years to evict illegal occupants from the Saidpur campus. However, within a few days, the evicted encroachers were back.

"The illegal boarders got their relatives to stay here. Many of them don't even know where the varsity is. It's a terrible situation here," said a Saidpur resident.
