Patna: Seven years after enacting the Right to Public Service (RTPS) Act - that entails time-bound delivery of services to people and fixes responsibilities on officials concerned in case of non-delivery - the government is mooting to introduce certain changes in the system that would make the Act more people-friendly.
It pertains to ending the physical interface between the government offices and the people so that chances of corrupt practices while delivering these services could be weeded out completely.
Except for a few services such as caste certificate, residence certificate, income certificate for which one can apply online, people need to visit RTPS counters to submit applications. Moreover, at the time of delivery of services, even for those for which one can apply online, people need to visit the government offices to receive the document.
Now, preparations are on to improve the existing system and make all the application process as well as delivery of services online. "We aim to introduce the new system latest by August 15 this year," a source in the state government told The Telegraph.
Explaining the proposed system, the source said people would have the option of applying for services online and at the time of application, they would get a registration number and password, which they would have to use at the time of delivery of the services online. People would be informed about delivery of services through SMS after which they would be able to download the document, which would be digitally signed by the officer concerned, using the registration number and password.
There is, however, one issue, which pertains to delivery of services of the transport department because that runs on a different software provided by the Centre and used at the national-level.
"Issues like these would be taken up separately and a final call would be taken on such things in due course of time but our main aim is to bring majority of 51 services, which are covered under the RTPS, on the same platform and deliver them online," said the source.
RTPS, introduced in 2011, has been a major hit in Bihar and so far, more than 20 crore services have been availed by people since its launch.
