Patna, Oct. 20: The concluding day of two-day meet of field officials today witnessed elaborate presentation by key government departments and a detailed discussion on priorities of different departments which the field officials were expected to keep in mind while executing different schemes.
Attended by all the divisional commissioners and district magistrates, heads of key government departments — planning and development, agriculture, public health and engineering, agriculture, rural works, health, social welfare, labour resources, general administration department, information technology, general administration and disaster management — made presentations at the meeting.
One of the key areas of deliberations was related to implementation of right to public service (RTPS) Act, which guarantees delivery of certain government services within a stipulated time.
Field officials shared information about the preparations having been made by them to deliver the services and also the constraints they were facing in meeting the expectations of the people.
“The interactive session proved to be very fruitful as it helped field officials in understanding the priorities of different government departments,” one of the officials, who refused to be named, told The Telegraph.
He said setting priorities for field officials become difficult as they keep on receiving letters from different departments in routine manner and find it difficult to prioritise the work. “Now that the department bosses have explained things, it would be easier for the field officials to work,” he added.
One of the commissioners said the meeting was helpful in the sense that as head of divisions they too would be better placed at the time of reviewing the performance of districts. Now, the department heads would give priority to those schemes which are on the top of their agenda, the officer added.
The field officials also shared their problems with the department bosses. “While some of them shared their constraints like shortage of manpower and infrastructure, some spoke about their experiences while implementing schemes,” said a participant.
He said the department bosses listened to their points and came up with specific solutions to address the problems faced by the field officials.
