Patna, Sept. 23: Union minister of state for human resource development (HRD) Upendra Kushwaha today appealed to the state government to form a regulatory mechanism to control and monitor whims and fancies of private schools.
'I accept that private schools have their whims and fancies and there is no control over them,' Kushwaha said. 'The responsibility to monitor their whims and fancies should fall on the state government and the Centre. We have issued many guidelines through the Central Board of Secondary Education but there is need for a regulatory mechanism, the way other states like Karnataka have done.'
Parents of children studying in private schools have time and again asked questions about their managements hiking fees unnecessarily and sought a capping of fee.
Kushwaha said: 'If any school is found not following CBSE guidelines, I will ensure cancellation of its affiliation.'
He went harsh on private schools for forcing students to buy books from private publishers instead of NCERT.
'It is a fact that private schools force students to buy books of private publishers for the sake of commission. If an NCERT book is available for Rs 40, private publishers sell the same for Rs 400,' Kushwaha said.
He stressed that private schools often claim they are running educational institutes for social work but indulge in profit-making business for the sake of getting commission.
'Even the CBSE has issued guidelines on buying books but it can only be implemented if the state government comes up with a regulatory mechanism. Kushwaha said to bring changes in the education system be it in Bihar or in India, everyone has to come together by the change in society can only be brought by good education system. did not agree with Kushwaha's statement and said private schools did not have any whims and fancies. It is because of private schools that there is education and both the state and the Centre know this. . Private schools do not at all have any whims and fanciesThe NCERT does not publish book as per the requirements, leaving students with no option but to go for private publishers. If train tickets are unavailable, then people opt for Tatkal tickets, understand in this way. . So just by giving false speeches will not help students. Bring change in education system.'
