Ranchi, Sept. 14: BJP legislator Sarayu Roy today shot off a four-page letter, comprising the transcription of the footage in the CD on the alleged bungling in the Assembly appointments, to Speaker Alamgir Alam.
Setting a pre-condition to the Speaker of ordering a CBI or a judicial probe before handing him the CD, Roy said the sharks would run free if an independent agency did not conduct the probe into it.
“The chapter could be closed by making the Assembly staff doubling as broker and the employee recording the conversation for several days scapegoats,” he said.
Roy said the staff who bargained for the posts could be held guilty. He could not have bargained so hard without patronage from the higher-ups. So, the purpose of the investigation should be to identify the big fishes, he said.
The Speaker, on the other hand, said he was not going to take any decision under pressure. “I have assured to hold a probe after watching the footage of the CD. So, a copy of the CD has to be handed over to me for taking proper action. One does not need to fire a gunshot to kill a mosquito,” he said.
The BJP MLA, however, said the CD exposes that the evaluation of answer books began in April, much before the selection panel was constituted. He said the team of 10 evaluators, selected among the Assembly staff, did not possess the requisite qualification. “Except two, none of them were graduate. We cannot expect transparency if some officers doubled as question setters and evaluators,” he said.
The BJP MLA has also suggested a list of points, which could be referred to for investigation. For example, the number of answer books printed and unused could provide some clues. He also pointed out it was important to find out if the copies were kept in any strong room and who was in custody of the keys of the room. If the key holder was among the members of the evaluation team, employment cell or the selection board is another key issue pointed out by Roy.
The truth behind all these anomalies could be unravelled by a high-level probe agency only, he said.
