Guwahati: Sadou Asam Karmachari Parishad, the apex body of state government employees in Assam, has demanded implementation of the recommendations of the Seventh Assam Pay and Productivity Commission with retrospective effect from January 1, 2016.
Dispur is implementing the pay panel's recommendations with retrospective effect from April 1, 2016.
SAKP president Bashab Chandra Kalita on Saturday said it is a convention to implement the recommendations of a pay commission with retrospective effect from January 1 but the state cabinet this time decided to implement the Seventh Pay Commission's recommendations with effect from April 1, 2016. The decision was taken in March 2017.
"We want the state government to reconsider its decision and implement the Seventh Pay Commission's recommendations with retrospective effect from January 1, 2016," Kalita said.
The SAKP also expressed its disappointment at certain recommendations made by the Pay Anomaly Committee.
The committee was constituted by the state government under the chairmanship of retired IAS officer P.K. Dutta to consider the grievances of employees and examine anomalies in the recommendations of the Seventh Assam Pay and Productivity Pay Commission.
The committee submitted its report in December last year and the state cabinet approved it on June 1.
"We had placed certain demands before the Anomaly Committee which were not considered by it. We demand constitution of a high-level committee to look into the issues not considered by the Anomaly Committee," Kalita said.
He said the anomaly committee has recommended house rent allowance at the rate of 10 per cent of their pay for employees posted in Guwahati, eight per cent for employees posted in the district and sub-divisional headquarters and seven per cent for others which is less than what it was in the Sixth Assam Pay and Productivity Commission.
