Guwahati: Union home minister Rajnath Singh on Sunday has said the National Register of Citizens (NRC) is being updated in Assam in an impartial, transparent and meticulous manner.

"I will like to assure everyone that the NRC exercise is being carried out in a totally impartial, transparent and meticulous manner and will continue to be so. At every stage of the process, adequate opportunity of being heard is given to all persons. The entire process is being conducted according to law and due procedure is being followed," a statement released by the ministry of home affairs quoted Singh as saying.

With the publication date of the complete draft NRC a week away, Singh on Sunday held a review meeting with Assam chief minister Sarbananda Sonowal in New Delhi.

Union minister of state for home Kiren Rijiju, Assam cabinet minister Himanta Biswa Sarma, state chief secretary T.Y. Das, director-general of Assam police Kuladhar Saikia were among others who had attended the meeting.

"We will ensure that every individual gets justice and is treated in a humane manner. All individuals will have sufficient opportunity for all remedies available under the law," said Singh.

"The government wants to make it clear that the NRC to be published on July 30 is only a draft. After the draft publication, adequate opportunity for claims and objections will be available. All claims and objections will be duly examined. Only thereafter the final NRC will be published," Singh said.

"There is no question of anyone being put in a detention centre after the publication of NRC," Singh said.

There have been reports that the Centre has approved setting up of a new detention centre in lower Assam's Goalpara district with a capacity of holding around 3,000 detainees.

Singh instructed the Assam government to ensure that law and order is maintained.

"There is no reason for panic or fear. No person will be allowed to be harassed. The Centre will provide all necessary help to the government of Assam in this regard," said Singh.

The state cabinet will also discuss the NRC update issue along with a few other issues here on Monday. The state government has already started discussing what will happen to those whose names will be dropped from the final NRC.

The Assam State Jamiat Ulama said the Supreme Court on Monday will start hearing a case on whether the names of D (doubtful)-voters and declared foreigners will be in the NRC.

The NRC authorities had earlier clarified that names of D-voters and declared foreigners would not be included in the NRC. It said names of D-voters will be included only after the foreigners tribunals declared them Indian.
