
Guwahati: The Assam government will give provisional salaries to newly recruited government employees for three months till they get their actual pay.
It takes at least six months for a newly recruited government employee to get his/her first salary because of the cumbersome official procedures. The finance department has now taken a firm stand to reduce the period to three months.
An office memorandum published on Tuesday by the finance department said the department has decided that each new employee's first salary proposal should be processed at all levels - from drawing and disbursing officers (DDO) to finance department - within a maximum period of three months unless objected to at any level with valid reasons.
The memorandum was an outcome of a review meeting, held by finance minister Himanta Biswa Sarma, on October 31 at Assam Administrative Staff College here.
"Any employee who is yet to receive his/her first salary will be eligible for the provisional salary for a period of three months starting from December 2017," the office memorandum said.
To expedite the process the government has decided that from January 1, 2018, all proposals for the release of first salary of a government employee must be submitted and processed through finassam.in only
"All the manual files that are already under process or pending at any level (except at the initiating level) should reach the finance department latest by December 31. If the proposal is pending at the initiating level, the proposal must be routed through the online portal only," the memorandum said.
The department has asked all administrative department and heads of departments not to entertain any manual proposal for the release of first salary from the subordinate offices with effect from December 15.
The finance department said in case the manual files do not reach the department by December 31, it will not accept any from January 1.
