Lover's tiff behind Shillong maid's murder: CBI

Shillong, July 7: A lover’s tiff had led constable Arwil Sangma to murder the maid working in the house of former director-general of police W.R. Marbaniang, the CBI has said in its chargesheet filed against the two policemen.

The CBI has chargesheeted Sangma, who was Marbaniang’s orderly and part-time cook at that time, for committing murder and Marbaniang for removing evidence and saying initially that it was a case of suicide and not homicide. The investigating agency, which submitted an 86-page report to the court of the additional district magistrate here yesterday, has decided to give additional documents to the court after three weeks following which the trial will begin at the sessions court here.

In its report, the CBI said the motive of the crime was Sangma’s relationship with Rinehskhem Kharsohnoh who used to go out frequently at night, disobeying him.

On the evening of March 7, 2007, they had a fight and in a fit of rage, Sangma slit the domestic help’s throat with a knife (traditional dao) procured from one Shamsher Ali.

Sangma later confessed to the crime and the knife used for killing Rinehskhem was also recovered.

The CID, which was investigating the case initially, arrested him on July 9, 2007, for his involvement in the crime but he got bail a few days later. Sangma is still on bail.

The CBI, which later took over the case, found during its nearly two-year-long investigation that the blood found at the site of murder matched Sangma’s blood group (AB+). The constable was injured during the fight with the maid that evening.

The CBI chargesheeted Sangma under Section 302 of IPC for committing murder.

The agency, after examining 110 witnesses, held Marbaniang responsible under Sections 201 and 203 of IPC for removing evidence. It said the former DGP had also committed offence by furnishing false information in respect to the crime.

“The DGP insisted that the maid’s death was suicide and not homicide. Moreover, the scene of the crime was also disturbed as he did not allow police photographers to take pictures in time,” the CBI said.

The CBI stated that investigations were not carried out between March 3, 2007, and March 17, 2007, till the case was registered after the receipt of post-mortem report.

However, the agency did not clarify what was the motive behind Marbaniang concealing evidence. The police investigation conducted earlier had hinted that the former DGP may have wanted to conceal evidence out of shame since the murder took place at his residence.

The house belonged to Marbaniang’s wife and he lived there.

Since the former DGP and some police officials had at that time said that the maid’s death was a case was suicide, post mortem was conducted twice. The second post mortem revealed beyond doubt that it was actually a case of homicide.
