
Guwahati, Jan. 10: The AGP, an alliance partner of the BJP-led government in Assam, will hold deliberations with experts to submit a set of recommendations to the Centre and the state government on implementing Clause 6 and 7 of the Assam Accord.
The decision was taken at the first executive meeting of the party's newly appointed central committee here today.
Protests in the state against the Citizenship (Amendment) Bill, 2016, which seeks to grant Indian citizenship to non-Muslim illegal migrants from Bangladesh, brought the implementation of Clause 6 back into focus as the indigenous communities fear that the Centre's move will reduce them to a minority in their own land. Clause 6 provides for constitutional safeguards to the indigenous people of Assam to protect their identity in the face of demographic invasion.
The AGP, the All Assam Students' Union and other groups have been heading protests against the bill and demanding speedy implementation of Clause 6. The bill is now before a joint parliamentary committee.
AASU has been demanding reservation of seats in the Assembly, Parliament and local bodies for the indigenous people of the state under the provision of Clause 6 but, till date, the Assam government has not been able to finalise the definition of "Assamese people".
AGP information and publicity secretary Monoj Bora said the party will organise deliberations with reference to the reports of different committees led by L.C. Jain, Dinesh Goswami and Paragdhar Chaliha, on the implementation of clause six and seven of the Assam Accord.
The planning commission had constituted a committee under the chairmanship of L.C. Jain, member of the commission, in 1990 on the implementation of clause seven.
The committee, headed by former Union minister Dinesh Goswami, was formed by the AGP government in the late 1980s for suggesting constitutional safeguards to the indigenous people of Assam while the committee, headed by Paragdhar Chaliha, was formed to recommend steps for protection of the cultural heritage of the state.
The government is yet to implement any of these reports but recently Union home minister Rajnath Singh assured to implement clause six of the accord.
The executive meeting of the AGP today also discussed the forthcoming panchayat and autonomous council polls in the state. The party constituted a committee under the leadership of MLA Phani Bhusan Choudhury to prepare for the elections.
