Ranchi, July 30: Chief minister Arjun Munda today formed three committees to review service records of Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS) officials.
The committees will objectively assess performance of officials who have put in 15 to 25 years in different positions.
Appropriate action, including termination of service, would be taken against officials found wanting in the appraisals. To allow free and fair assessment, the committees could also have members from other states. The chief secretary has been asked to contact his counterparts in other states to nominate representatives.
Speaking to The Telegraph, personnel secretary N.N. Sinha said the step has been taken in view of the recent changes in the All India Service Rules by the Centre. “We have been issued guidelines on it,” he added.
All the three committees will be headed by the chief secretary. The personnel secretary will be member-secretary of the panel meant for IAS officers. Its other members will include a chief secretary rank official whose home state is not Jharkhand and a SC/ST category official of principal secretary rank.
The home secretary will be the member secretary of the committee to evaluate performance of IPS officers. The state’s director general of police, an ex-cadre DG rank official, whose state is not Jharkhand and a SC/ST category senior IPS officer equivalent to principal secretary rank will be the other members.
The forest and environment secretary will be member secretary of the committee to assess the performance of IFS officers. A chief conservator of forests rank officer whose native state is not Jharkhand and SC/ST rank senior IFS officer equivalent to principal secretary rank will be the other members of this committee.

Chief minister Arjun Munda today stressed on making delivery of services through IT tools more convenient and public-friendly. To achieve the goals, a special conference cum one-day orientation programme would be held for operators of 3,000 pragya kendras in October in Ranchi.
